HC4.1.1 - The Buzz at Yarrabilba
Deliver and activate a community centre in Yarrabilba.
Purpose: To support and foster social connections, learning and economic opportunities in an emerging community.

- Practical completion was reached.
- The tender for Pods 1 and 2 were finalised with the appointment of the new Operator.
- The Buzz at Yarrabilba was officially opened on 5 December 2022 and will be operated by the YMCA known as The Y.
- Commercial lease of POD 3 to TAFE is in final stages of approval for opening in early 2023.

HC4.1.2 - Wilbur Street Youth Centre
Design a youth centre in Logan Central.
Purpose: To:
- provide an inclusive and safe facility for young people
- support recreation and participation in activities and programs

Purpose: To provide quality facilities and spaces to meet the diverse needs of the community.

- Springwood Community Facilities Hub draft needs assessment was developed and reviewed.
- The report will include draft concept plans and will be completed by the end of January 2023.

HC4.2.1 - Libraries Early Years and First 5 Forever initiatives
Deliver the libraries' early years services and First 5 Forever initiative.
Purpose: To support early years learning and reading for Logan families with children aged under 5 years

- Delivery of 246 COVID-safe, face-to-face children's literacy sessions to 4338 participants across the city.
- Delivery of 63 of COVID-safe, face-to-face community outreach sessions to 3018 participants across the city.
- 998 people participated in 25 key stakeholder meetings across the City of Logan.
- In collaboration with the Parks Branch, First 5 Forever delivered high quality sessions that promoted family connection and early literacy in parks across the City of Logan.

HC4.2.2 - Animal management strategy
Deliver a new animal management strategy that creates a strategic roadmap for the future of animal management services.
Purpose: To improve public safety and animal-keeping outcomes in response to community demand and trends.

HC4.2.3 - School safety parking

Purpose: To improve child safety and local neighbourhood amenity.

- l Internal and external stakeholders (Education Queensland and Queensland Police Service) were consulted as part of the campaign's development.
- A revised commencement date for the new Community Parking and School Liaison Officer of 9 January 2023 was negotiated to ensure Christmas / New Year coverage.
- Fit-out of the third Automated Number Plate Recognition (ANPR) car continued during December 2022.

HC4.3.1 - Active Logan Strategy Implementation 2020-2024
Deliver actions to support the delivery of the Active Logan Strategy Implementation 2020-2024.
Purpose: To improve our focus on:
- active spaces
- active people
- active organisations.

- There are 11 Council branches actively working to deliver on the 129 actions identified in the Active Logan Strategy Implementation Plan 2020-2024.
- 63% of the actions identified by branches across the 4-year implementation plan duration are complete.
- A review of the tracking documentation has taken place in quarter 2 and discussions with branches will take place in early quarter 3 to discuss, track and report on the Active Logan Strategy Implementation Plan.
- Continual review and updating of tracking and reporting status of actions across branches.

HC4.3.2 - Biosecurity strategy
Deliver a biosecurity strategy.
Purpose: To create a strategic roadmap for protecting the biosecurity, health and environment of the city.

As at the end of the second quarter, the draft version of the Biosecurity Strategy and community engagement campaign is currently under development. Highlights include:
- The draft was sent to Biosecurity Queensland for review and feedback.
- Feedback will be reviewed and incorporated into the Strategy where appropriate.
- The Strategy will then be distributed to internal stakeholders for final review before finalisation.

HC4.3.3 - Illegal Dumping and Litter Enforcement Strategy 2022-2025
Deliver a strategic roadmap to reduce illegal dumping and littering in our community, through a 3-year action plan.
Purpose: To ensure the city of Logan is a clean and safe place to be.

- The Illegal Dumping and Litter Enforcement Strategy (2022 - 2025) was presented to the Executive Leadership Team (ELT) 25 August 2022.

- Project complete.

HC4.4.1 - Arts, Culture and Heritage Strategy 2018-2022
Deliver outcomes of Council’s Arts, Culture and Heritage Strategy 2018-2022, and develop a new Strategy in consultation with community for 2023-2027.
Purpose: To improve community capacity and our city image through 5 outcomes:
- development
- engagement
- places and spaces
- partnerships
- communication

As at the end of the second quarter:
- The final draft for Council's Arts, Culture and Heritage Strategy 2023-2027 was completed ahead of Executive Leadership Team presentations in January 2023, and City Lifestyle Committee in February 2023.
- This draft incorporates internal and external stakeholder input provided during 2022 in the development of this new strategy.
- Logan Art Gallery won a Gallery and Museum Achievement Award (GAMAA) on 11 December 2022 at the prestigious state-wide awards for their important truth-telling exhibition My story: the unbroken spirit of the Kalkadoons (Kalkadunga). This was the sixth consecutive year that Logan Art Gallery has been acknowledged for their outstanding achievements with a GAMAA.
- Internal stakeholder engagement completed, and Executive Leadership Team presentation scheduled for January 2023.

HC4.5.1 - Rosia Park

As at the end of the second quarter:
l This project now forms part of the Park Ridge Sports and Recreation Precinct.
- This amendment to scope was endorsed by the City Lifestyle Committee on 19 October 2022, and subsequently adopted by Council on 26 October 2022 (minute# 97/2022).
Update on the revised project for the second quarter:
- Application for environmental approval remains in progress, with the existing Environment Protection and Biodiversity Conservation Act (EPBC) application referral being continued.
- The project is exploring potential options to reduce the land area for sports park and the impact on the EPBC process.
- It is anticipated the EPBC conditions approval will be achieved by the fourth quarter.
- Council is awaiting confirmation from the Department of Infrastructure, Transport, Regional Development and Communications on Extension of Time (EOT) for the Local Roads and Community Infrastructure (LRCI) Phase 2 funding.
- Schematic design is being reviewed by Council prior to the commencement of construction documentation.
- Council will continue to work with consultants (NGH) to finalise the EPBC referral.
- Preparation is in progress for a new programme to be prepared for the revised Park Ridge Sports and Recreation Precinct.
Recommendations
It is recommended that the description of this project be amended to align with the amended scope that was adopted by Council in October 2022 to:
- Complete statutory approval requests.
- Achieve procurement of Master Planning consultants.
- Deliver a revised site layout plan as part of the new Park Ridge Masterplan.

HC4.5.2 - Jimboomba Park Stage 2 (Rugby league clubhouse)
Complete:
- 100% of design drawings
- award of construction contract.
Purpose: To provide facilities for an active and healthy community. |
