Develop the Destination Management Plan 2023-2028.
Purpose: To identify future infrastructure needs and opportunities to grow Logan’s visitor economy

As at the end of the second quarter:
- Development of the Destination management plan is being finalised.
- It is anticipated that Council endorsement and adoption will occur by April 203.
- The draft is 90% complete in terms of being reviewed and finalised, before submission to Committee and Council.

EG5.2.1 - Logan Place Plan
Deliver the Logan Place Plan, our place making strategy covering:
- policy
- projects
- programs across our centres.
Purpose : To:
- incentivise public-private partnerships
- rejuvenate our centres
- foster pride, investment, and positive activity

As at the end of the second quarter:
- The Draft Logan Place Plan was circulated internally for review and feedback.
- It is expected to be endorsed April 2023, with this date being on track.
Other highlights include:
- The Night Time Economy Strategy was endorsed by Council in October 2022.
- Key actions from the Night Time Economy Strategy was included in the draft Place Plan.
- The updating of the city centre implementation plans are close to completion with the aim to commence with internal consultation before the end of 2022.
- The draft Place Plan will be finalised following feedback from the manager and Director, will be workshopped with internal branches with the aim to brief Councillors early in 2023.
- Actions from the night time economy strategy is scoped out and costed for future budget allocations.
- The draft Place Plan is getting designed by the Marketing Branch with the aim to proceed with internal consultation in early 2023.
- Implementation plans have been updated and will be issued to internal branches for review in December and January 2023.
- The updated implementation plans will inform the Place Plan priority projects and 5 year work program.

EG5.4.1 - Roadmap for Brisbane 2032
Deliver a roadmap for leveraging opportunities for the City of Logan associated with the 2032 Olympic Games.
Purpose: To secure better infrastructure, attract investment and create opportunities for our city

As at the end of the second quarter:
- The draft Roadmap went to ELT for first review in October 2022.
- Feedback was positive with direction received to proceed to consultation with Council.
- The project is now working with the consulatants to finalise the consultation feedback.
- The Roadmap will then be presented back to ELT in the third quarter, before it is presented to Committee and Council for adoption.

EG5.5.1 - Logan Plan 2025
Deliver activities for the Logan Plan 2025 program of work. This includes:
- drafting of the new planning scheme
- legal review
- submission to the Queensland Government for State Interest Review.
Purpose: To support the delivery of Logan Plan 2025 as the key land use policy to guide future growth. |

As at the end of the second quarter:
- 80% of the new planning scheme is complete. This is in line with expected progress.
- Drafting of the scheme continues and some content now been shared with lawyers for their review.
- Development Assessment Branch's initial review of codes will be completed in January 2023.
- The drafting phase referred to as 'integration' will commence in January 2023.

EG5.6.1 - Logan’s Assessment Portal
Launch Logan’s Assessment Portal powered by new software into Council’s existing development assessment processes.
Purpose: To support community participation in the way development and growth occur in the city.
This will be achieved by displaying application related material and decisions in a consistent format

EG5.7.1 - Operation improve residential building practices
Create a new Residential Building Task Force team within the Development Operations program.
Purpose: To improve building practices on residential construction sites.

As at the end of the second quarter, the following was achieved:
- All positions were re-advertised as suitable applicants were not able to be found during the first round of interviews in the first quarter.
- Interviews were conducted on further applicants in the second quarter with more promising results.
- It is anticipated positions will begin to be filled coming into the third quarter.

EG5.8.1 - Digital Infrastructure and Connectivity Program
Deliver the Digital Infrastructure and Connectivity Program.
Purpose: To:
- create new opportunities in the digital economy
- provide high speed, reliable internet options to all our community
- support the City of Logan to be globally competitive.

As at the end of the second quarter the following was achieved across the key areas of the Program:
- Mobile - Commonwealth release of 54 sits under MBSP - four in Qld, all in FNQ. Further details to be confirmed in 2023.
- Broadband - OptiComm agreement finalised. Mobilisation Plan in process.
- MFEDC - Ongoing discussions with providers and completion of strawman setting potential partners and capability.
- LEO trial - Analysis finalised and BAFO with provider.
- Smart IoT Platform - Continuing engagement with providers to explore further opportunities for phase two.
- Program - Finalised formal variation agreement with State Development Department - Formal variation agreement approved 9 December to progress with focus on improving and upgrading fixed broadband access technologies and MFEDC.

EG5.9.1 - CoLab
Deliver the coLab Growth Hub.
Purpose: To support scaling ventures to achieve their high-growth objectives in the innovation-driven economy.

As at the end of the second quarter, the following was achieved across the key areas of the CoLab Growth Hub:
- US Market Access Program - Session 7 of the program was delivered on Friday the 2 December 2022 and Session 8 of was delivered on Friday the 16 December 2022. Each session comprised of a 2-hour component where each participant company delivered a work product presentation based on training provided at previous session, followed by 1-hour of training content provided by our facilitator NGIN. Mentoring between the companies and Entrepreneurs in Residence was held before delivery of each sessions work product presentations.
- Residency - The current cohort of coLab Portfolio Companies continue to work with their dedicated Entrepreneur in Residence and have participated in coaching sessions to enhance their company.
- Branding and Marketing - A brand refresh has been completed including an improved brand, brand strategy, brand narrative and collateral/assets. Preparation for delivery of the new brand is currently being undertaken.
